第十五届东盟领袖会

新加坡中国协会会长高泉庆在第十五届东盟领袖会谈上发表对“亚洲世纪与一带一路;我们何去何从?”专题的看法:
高会长肯定“一带一路”的倡议是对东盟甚至亚洲国家的持续发展和经济成长有巨大的潜能。当然也有一定的挑战与障碍。高会长(以一个务实的商人)认为 一带一路的商机、潜力及挑战可以从历史、经济和地缘政治的角度来了解。
从历史的角度,“一带一路”以古时代的丝绸之路的背景与成功模式为蓝图,从中洞察“一带一路”的根基与智慧。
在经济方面,“一带一路”虽然北至欧洲大陆与印度,也南向东盟国家。这些国家(包括中国)的 经济发展势头以及 日本、韩国甚至澳大利亚与东盟的经贸关系都是不能忽视的。因此,在互惠互利与尊重各国法律与文化的前提下,此倡议将具有各取其长,以补其短的优势。
今天的颠覆性经济发展趋势不仅造就了经贸投资与科技的畅通自由,同时也改写了友谊与“共享经济”的定位与重要性,使之成为无国界的发展趋势。
从地缘政治而言,二十一世纪我们已开始领略了不平衡与贫富悬殊的经济发展;并且也明瞭经济拓张并不是一帆风顺的。新科技对共享经济的影响,将会把人类文明进程从历史上集聚的沿海城市扩充到非沿海地带及开发缓慢的城市的加速与持续性发展,市场也会更具透明化。因此,一带一路可将中国、欧洲与东盟甚至澳大利亚联接 起来,为平衡与公平经济发展带来新动力。
高会长指出,一带一路对经济成长的关键,在于各国政府同心协力为人民谋求福利与其各自为政的互相竞争。
The president of the Singa-China Association Mr. Kho Choon Keng, shared his views at a panel discussion on the 15th Asean Leadership Forum held in Singapore on 28 April 2018 on the theme of “Asian Century and the Belt and Road Initiative; where do we go from here?”
Mr. Kho agrees that the “Belt and Road Initiative”(“BRI”) is of great potential for the sustainable development and economic growth of Asean, Asian region and beyond. Naturally, there would be challenges and obstacles ahead. As a businessman, President Kho believes that the business opportunities, potential, and challenges of the Belt and Road Initiative can be understood from the following three perspectives, namely, historical, economic, and geopolitical perspectives.
From historical point of view, “BRI” is based on the background and successful model of the ancient “Silk Road” and has provided a significant insight into the fundamentals and wisdom of the “BRI” today.
On economics perspective, the “BRI” spans to the north of the European continent and India, and south to the Asean countries. Thus, there is vast economic development momentum generated as well as trade relations among these countries, including China, Asean, Japan, South Korea and even Australasia, as long as all these nations and countries are connected via civilized, acceptable and legitimate means in the interest of their respective people.
The “disruptive” trend of the economy today has made flow of trade, business, investment technology and even friendship borderless and “sharing” seems to be the mindset judging from the advent of “co-sharing” concept.
Geopolitically, when we entered the 21st Century, the world economy has grown into a rather uneven state especially wealth polarization of people from different part of even the same country; in addition, he also noted that the worldwide economy as a whole has not quite progressed and indeed since after the 2008GFC, a lot of economies are still struggling to recover! If we trace back to the civilization trend of the world, Mr. Kho observed that we would agree that economic and political capitals (including wealth creation and economic prosperity) of the world would progress from coastal cities to inner regions and less developed regions connected by the impetus and momentum of BRI.
Mr. Kho concluded that as we are in Asean and Asia geographically and within reach is the BRI platform and opportunity, he has no doubt that there will be a positive sustainable energy flow for the entire Asia and also a great timing for Asia to capitalize on it to be connected to Europe and Africa.
